Some time ago, Flemish Parliament passed a decree on a ‘catch-up operation’ of Flanders’ school infrastructure. After a thorough selection procedure, AG Real Estate and BNP Paribas Fortis have been appointed as partners for the construction of new school buildings and/or the renovation of existing ones.
The Scholen van Morgen (‘Schools of Tomorrow’) programme (SVM) is being developed within the framework of a public-private partnership (PPP) for the renewal of the school infrastructure of some 200 Flemish schools, with an investment budget of approximately EUR 1.5 billion.
SVM is responsible for the coordination of the entire Design, Build, Finance & Maintain programme, DBFM in short. It is responsible for the communication with all stakeholders (umbrella organisations, educational authorities, schools, contractors, etc.), as well as the organisation of the full construction process for each individual school and lastly the maintenance of all constructed school buildings during 30 years.
The stockholders of the DBFM company are the public partner Schoolinvest and the private partners AG Real Estate and BNP Paribas Fortis. These parties will provide for the means required for the execution of this programme.
